(cdrewu.edu) Charles R. Drew University is located in the
Watts-Willowbrook area of south Los Angeles and was founded in 1966
in the wake of the Watts uprising. CDU was founded to address
inadequate medical care in the region and to provide equitable
medical education opportunities for under-represented students. CDU
offers the only historically black Doctor of Medicine program west
of the Mississippi, and is strongly invested in the local and
regional community. The university leads multiple partnerships and
programs to provide equitable healthcare resources in a variety of
south Los Angeles neighborhoods. The Chief Information Officer
(CIO) , is the leader of the University information technology
department and reports to the SVP Finance / CFO. This position
manages an operational budget of $4 million with a yearly capital
budget of $ 1 million. The CIO has a team of 4 technology managers
who supervise a team of twenty-five technology professionals
providing University technology services across a small University
enterprise. The CIO influences strategic technology decision making
across the University requiring meeting-with and consultation with
varying stake holders. The CIO develops and implements an
information technology (IT) long-term plan that enables the
University to achieve its strategic plan in a resource constrained
environment. The CIO also serves as the University’s Information
Security Officer responsible for ensuring that cyber governance,
risk, and compliance obligations are met. The CIO is a leader
capable of overseeing technology objectives as an executive with
the experience and knowledge of a technology professional. The CIO
needs to create a computing environment where the needs of multiple
stakeholders, priorities, and constraints are managed holistically.
The CIO will be a key champion of the University in the planning,
implementing, and maintaining of an enterprise planning resource
(ERP) systems, student information systems, research systems and
financial systems. The CIO will also be responsible for ensuring
internal department management structures and processes are
developed and followed. The CIO will ensure the department provides
technology tools, infrastructure, and services that effectively
enhance student education, support faculty instructional needs,
supports the University recruitment and enrollment activities as
well as the needs of all units and colleges. The CIO is expected to
identify, assess, and recommend appropriate emerging technologies
and oversee their integration and alignment with academic and
administrative needs. The CIO will lead, develop, and manage the
University technology budget, technology project prioritization,
and oversee large-scale IT infrastructure projects. This position
will lead and guide the IT governance process to ensure college
wide engagement, development and implementation processes and
controls. They will also develop and maintain IT disaster recovery
plans and procedures to ensure the security of data and educate the
campus community with respect to data security issues. They will
ensure compliance with relevant privacy and licensing regulations.
Essential Duties and Responsibilities: Strategy & Planning: Create
and maintain the University IT strategic road map that aligns to
the University strategic plan. Collaborate with department leaders
to assess near and long-term system and network capacity needs.
Create and maintain documentation as it relates to system and
network security, network mapping, processes, and service records.
Design a comprehensive IT project methodology to ensure the
technology priorities of the college are identified, prioritized,
communicated, and completed timely. Partner with Operations
management on the selection of university wide systems. Develop an
IT staff development plan to maintain technical knowledge on all
systems. Develop, implement, and maintain policies, procedures, and
training plans for system and network administration, usage, and
disaster recovery. Develop and manage the annual IT operating and
capital budget. Develop and monitor IT vendor relationships.
Security and Policies: Develop the security road map including the
implementation of NIST cyber security framework. Ensure that the
enterprise networks and applications are secure and meets
Gramm-Leach Bliley Act (GLBA), Health Insurance Portability and
Accounting Act (HIPAA) and Payment Card Industry (PCI) compliance
and data security standards. Supervise periodic internal and
external security assessments. Attend IT security seminars to
maintain knowledge of system and networking industry best practice.
Provide guidance and direction for complex technical security
systems including XDR, SIEM/SOAR, Firewall and WAF solutions.
Operational Management: Develop and maintain IT University policies
and standards. Supervise technology managers and directors. Ensures
the continuous delivery of IT services including continuity of
operations and disaster recovery plans. Identify and develop key
performance metrics, create and analyze reports including but not
limited to performance of contracted resources, measure network
uptimes, completion of helpdesk tickets to defined service level
agreements (SLA), timely completion of IT initiatives, and customer
satisfaction. Lead and refine the IT governance for the college and
promote adherence to the process with all areas. Understands
accreditation standards and expectations specific to the department
and adheres to policies and procedures to meet or exceed such
standards. Proactively assesses potential items of risk and
opportunities of vulnerability in the network. Other Performs other
duties as assigned or requested. On call on weekends and nights.
Qualifications/Requirements: EDUCATION: Regionally accredited
bachelor’s degree (B.A., B.S.) required. Master’s degree (M.A.,
M.S.) preferred and/or equivalent of education and experiences.
Preferred certificate CISSP: Certified Information Systems Security
Professional. EXPERIENCE: 15 years of experience in IT system
administration and/or IT security assessment Higher education
experience is highly desired. Proven experience and history of
effectively leading and managing a large and comprehensive
Information Technology organization. Ensures excellent negotiation
of systems and component acquisitions, end-user service agreements,
and vendor service agreements. Strong communications skills, both
written and oral. Organized, responsive and highly analytical
person. KNOWLEDGE/SKILLS/ABILITIES: Experience with software and
security architecture. Knowledgeable of cloud infrastructure
environment. Experience with security practices of Intranet and
Extranet. Experience with higher education environment including
learning management system (LMS), University research needs, and
student experience requirements. Knowledgeable with virtualization,
VMware and Hyper-V. Experience with products from multiple vendors:
HP, Cisco, VMware, PRTG, Dell, Crowdstrike, Google Apps, Microsoft
Windows and Servers, Office 365, and Apple products. Skilled with
collaborating and maintaining good working relationships and
interacting with peers and resources in other departments. Ability
to manage multiple projects simultaneously. Ability to follow
complex technical instructions. Ability to analyze problems and
develop solutions. Initiative-taker and detail oriented. Excellent
